Crystal River, on Florida's Gulf coast, is where you can snorkel near wild manatees under a specific federal framework. In winter they gather in the warm springs of Kings Bay, inside Crystal River National Wildlife Refuge. The U.S. Fish and Wildlife Service sets the manatee season at November 15 to March 31 and lets permitted companies take swimmers out.
A standard 3-hour group swim costs about $71 to $115 per person on the operators' own sites, wetsuit and snorkel usually included. The rules are strict: you float, you watch, and the manatee decides. Touching a resting manatee is a federal violation. Tourism marketing often calls this "the only place" to legally swim with manatees; we could not confirm that claim from a federal source, so we do not repeat it.

The federal rules, in plain English
Kings Bay is a designated federal manatee refuge. The regulation (50 CFR 17.108) lists what is prohibited year-round in the water, in boats and on shore:
- Chasing or pursuing a manatee.
- Disturbing or touching a resting or feeding manatee, or diving onto one from the surface.
- Cornering or surrounding a manatee.
- Riding, holding, grabbing, pinching, poking, prodding or standing on a manatee.
- Separating a mother and calf, or a manatee from its group.
- Giving a manatee anything to eat or drink.
- Initiating contact with tagged or belted manatees, or interfering with rescue and research.
From November 15 to March 31, all water activities are banned in the seven posted sanctuaries, and the Service can add temporary no-entry zones: up to 400 feet around the Three Sisters Spring sanctuary and up to 100 feet around the others when manatees crowd in. Inside Three Sisters Springs, all water activity is banned from sunset to sunrise in season, and scuba and fishing are banned all season.
The refuge asks every visitor to watch its "Manatee Manners" video before getting in the water. Watch it the night before: it is the rulebook in practice.
What a swim costs
These are prices on the operators' own websites on September 22, 2026. All three appear on the Fish and Wildlife Service's permit list.

Most operators do not publish separate child prices on their main pages. "From" prices can rise on peak dates. Observer tickets are useful for the non-swimmer in the family who still wants to see the animals from the boat.
Choosing an operator
Start with the refuge's Special Use Permit holder list, updated September 2, 2025 for the 2025-26 season. It names more than two dozen companies in Crystal River that hold refuge permits for manatee tours, kayak tours, rentals or dive instruction. If a company is not on it, do not book it.
Then compare three things: group size (a 6-person boat puts fewer swimmers around each animal than a 12-person one), whether wetsuits are included, and departure time. Early departures, often 7:30 a.m., are the norm. No legal operator can guarantee manatees or promise contact with them; treat any listing that does as a warning sign.
Three Sisters Springs from the boardwalk
If you would rather stay dry, the Three Sisters Springs boardwalk is the refuge's most popular spot for above-water viewing in winter. You reach it by shuttle from the Three Sisters Springs Center, 917 Three Sisters Springs Trail. Parking on the refuge itself is for vehicles with disabled permits only.
Winter admission, November 15 to March 31: $20 adults, $17.50 seniors 55+, $15 military, $7.50 ages 6 to 15, free for 5 and under. Summer adult admission drops to $12.50. Hours are 8:30 a.m. to 4:30 p.m., with ticket sales ending at 3:30 p.m. Sales are final.
From April 1 to November 14, paddle craft are allowed inside Three Sisters Springs, and several kayak companies run guided tours into the spring then.
Getting there, and why to stay the night
From International Drive, take Florida's Turnpike north about 49 miles, then SR 44 west about 33 miles into Crystal River. OpenStreetMap routing puts it at 89 miles and about 2 hours from the Orange County Convention Center, and 96 miles and 2 hours 8 minutes from Disney Springs, without traffic.
A 7:30 a.m. departure means leaving the parks area before 5 a.m. That is the case for staying one night in Crystal River. If you only want to see manatees, Blue Spring State Park is an hour from Orlando and costs $6 a car. This trip needs a car; see whether a rental is worth it. Winter is also a good time for Orlando's parks, so check the best time to visit and fit the swim into an Orlando day without theme parks.

Is Crystal River the only place to swim with manatees?
Local tourism marketing says so. We could not confirm it from a federal source. What is certain is that Kings Bay has specific federal rules for in-water viewing and a list of permitted operators.
